With the throttle valve in the idling position, the rotor closes the upper contacts. If at the same time the trigger contacts in the distributor signal a speed over 1800rpm, the computer "figures" that the vehicle must be coasting -- and so stops the injection of fuel until engine speed drops under 1200rpm, or the accelerator is pressed down again.
