As this diagram of the fuel system indicates, it has the job of getting to the injectors at all times a greater supply of fuel than actually is needed for injection. The excess fuel returns to the tank by way of valve in the pressure regulator. Fuel is pumped from the tank, via the fuel filter, into the pressure lines. Recirculating fuel this way prevents excessive heat build-up and the risk of air bubble formation.
